DESCRIPTION:

Under direction of the Director, Office of School Finance, assists in developing short and long-term education and/or financial plans; assists in conducting analyses and evaluations of curricula and other education programs, surveys, needs assessments, and related research; assists in the establishment, maintenance, and evaluation of program and fiscal data related to state and federal aid, grant applications, and allocations; performs mandated regulatory functions; works with some independence in areas of assignments; and performs other related work as required.
Additional job responsibilities may include: providing guidance and technical assistance and training in the administration of student transportation contracts and related policies, working with county office staff to verify procedures, and assisting with training county and district staff to ensure proper completion of transportation contracts; performing the annual review, maintenance, and update of the District Report of Transported Resident Students (DRTRS) electronic data collection system, which includes system testing; updating the technical and policy user manuals; assisting school districts to ensure timely and accurate data submission; and identifying common characteristics and efficient transportation practices through the evaluation of the DRTRS data, district efficiency questionnaires, and corrective action plans.

REQUIREMENTS:
EDUCATION:
Graduation from an accredited college or university with a Master’s degree in Education or related field.
Note: Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis with thirty (30) semester hour credits being equal to one (1) year of college. Applicants wishing to substitute additional experience for the required Master’s degree must possess a total of six (6) years of combined education and experience, in addition to the required experience cited above.

EXPERIENCE:
Three (3) years of experience in education administration, planning, research, program evaluation, or finance.

PREFERRED EDUCATION/EXPERIENCE:
A Master’s degree in Business Administration, Public Policy, Transportation, Business Administration, Finance, or Project Management. Three (3) years of experience in Student Transportation at a state or school district level. Familiarity with New Jersey’s Transportation regulations and laws and/or ability to analyze data.

NORTHERN BURLINGTON COUNTY REGIONAL SCHOOL DISTRICT
HEAD SCHOOL BUS MECHANIC

QUALIFICATIONS:

HS Diploma. Must possess good work ethic and meet physical requirements of the position.
Demonstrated experience in general auto mechanic work including diesel and gasoline engines.
Experience in supervision of personnel preferred.
Valid NJ driver’s license with Air Brake : Type B” CDL with passenger and school endorsements preferred.
Posses or able to pass NJ Dept of Education Criminal Clearance

RESPONSIBILITIES:
Diagnose, repair and maintain district automotive equipment and district’s small engine machinery.
Repair and maintain other schools and municipality automotive equipment per shared contract agreements.
Supervise and direct bus mechanic staff.
Responsible for ordering of parts, tools and supplies.
Ensure that buses are in safe working condition including the recovery of disabled vehicles.
Maintain and secure all tools and equipment used in vehicle maintenance operations.
Supervise assistant mechanics.

Other duties as assigned by Director of Transportation.

To oversee the operation of the school transportation program and to ensure the safe and efficient
transport of pupils to curricular and extracurricular activities.

QUALIFICATIONS:
1.  Valid Commercial Driver’s License.
2.  Excellent driving record.
3.  Minimum school transportation experience as determined by the board.
4.  Knowledge of state laws and regulations governing school bus construction and maintenance, and pupil transportation.
5.  Required criminal history background check and proof of U.S. citizenship or legal resident alien status.
6.  Current residency in New Jersey, approved residency waiver or candidate agrees to obtain residency within one year of employment.

PERFORMANCE RESPONSIBILITIES:
Overall Responsibilities
1.  Assumes responsibility for the sale and efficient operation of the school transportation program.
2.  Ensures compliance with all laws, regulations and board policy related to school transportation.
3.  Recruits, trains and supervises the performance of all transportation personnel, and makes
recommendations regarding their employment, promotion and release.
4.  Prepares all transportation records and reports as required by law, code or board policy.

Routes and Services
1.  Prepares all bus routes; determines bus stops, pick-up times; and ensures compliance with bus capacity limitations.
2.  Develops and administers a transportation program to meet the needs of the daily instructional program, field trips and extracurricular activities.
3.  Arranges for the transportation of pupils with disabilities as determined by the child study team.
Maintenance and Safety
1.  Promotes the safety of pupils through preservice and regularly scheduled inservice training of bus drivers and substitute drivers.
2.  Investigates complaints of inappropriate behavior by transportation staff while on duty and preserves evidence in order to have fair inquiries and prompt resolution of complaints.
3   Maintains a detailed log of transportation complaints, incidents and problem situations, in order to record the investigation and resolutions of these problems and to identify any recurrent patterns of problem situations.
Complaints
1.  Responds to transportation inquiries by the public and handles all complaints.
2.  Investigates complaints of inappropriate behavior by transportation staff while on duty and preserves evidence in order to have fair inquiries and prompt resolution of complaints.
3   Maintains a detailed log of transportation complaints, incidents, and problem situations, in order to record the investigation and resolutions of these problems and to identify any recurrent patterns of problem situations.
Other
1.  Attends meetings and trade exhibits to stay current on new equipment, standards and requirements related to safe and efficient transportation of students.
2.  Performs other related job duties as assigned.
